The project facilitated, among others, a dialogue between stakeholders such as DNB, representatives of online merchants and consumers, schemes, card issuers and acquirers. This dialogue kept everyone informed about developments in the Dutch ecosystem and minimized any unintended short term effects of the introduction of SCA for online card payments, for all stakeholders.

Participants in the SCA Migration Project

Institutions active in the Dutch payment chain for online card payments contributed to a smooth migration by participating in the Dutch Payments Association's SCA Migration Project.

Institutions under DNB supervision could participate in the DNB programme for the phased roll-out of SCA. The Dutch Payments Association's SCA Migration Project provided templates and guidance.

PSPs must comply with the relevant provisions for SCA as of 1 January 2021. This deadline was not postponed as a result of the COVID-19 crisis.

Final status of SCA for online card payments

This is the final situation in april 2021 for Dutch card issuers ICS, ING, Rabobank and bunq, based on the information provided to the Dutch Payments Association:

Everyone on track: The ecosystem participants in The Netherlands have all completed the migration towards SCA compliance.

3DS support: All issuers fully support 3DS 1.0 as well as EMV 3DS 2.1 and higher versions that include exemption support.

Legacy transaction support: As of 1 January 2021 the legal SCA-requirement applies in full. Merchants can either choose to actively request SCA from the card issuer or reactively apply SCA at the request of the issuer (after a soft-decline). In either case, merchant support of the EMV 3D standard is required.

Card payment in foreign web shop: some foreign web shops may not yet be ready for SCA because it is not yet fully enforced in their own country. Dutch credit card issuers (banks and ICS) will decline most non-SCA online card payments from these web shops. In that case the Dutch card holder can select another payment method or postpone his or her payment until the web shop supports SCA.

Exemption support: All issuers support SCA exemptions. Support for acquirer exemptions in the authentication channel will follow once exemption support is available there. Low value payments (LVP) and acquirer transaction risk analysis (TRA) are fully supported.

Thresholds for soft-declines: As of 1 January 2021 SCA-regulations fully apply. By now, merchants should fully support the EMV 3DS standard in their web shops. Indirect sales transactions in the travel & hospitality industry are not affected by the Dutch soft-decline ramp-up, provided that transactions are properly flagged as either MIT (SCA exempted) or MOTO (out of scope).

In-scope 3DS transactions will often lead to a two-factor authentication challenge for cardholders (2FA). Over time, issuers will be expanding their support for more sophisticated and frictionless flows, each issuer at its own pace. Merchants and PSPs should closely monitor conversion and adjust their strategies where appropriate.

Please note that friction for cardholders can equally be avoided when transactions are out of scope for SCA: for this, merchants should consider the possibilities for Merchant Initiated Transactions (MIT). For more details, merchants and PSPs should contact their acquirers.

Disclaimer

The information provided here is considered valid and complete at the time of writing.
