Betaaljournaal 33
Newsletter Dutch Payments AssociationAt Gijs Boudewijn’s memorable farewell on May 15, he handed over the wand to me, both literally and figuratively. Over the past few weeks, I had the opportunity to meet many of our members and stakeholders. Amongst others, I could explain the latest developments in collective payments to the four largest municipalities in our country. During Money20/20, I spoke to many domestic and foreign payment experts during a breakfast session. That same morning, I was on stage alongside various Dutch public transport representatives at the German public transport conference by Kontiki e.V. in Amsterdam. Everywhere I go, I notice that payments are hot. This well-stocked 33rd Betaaljournaal is further proof of that.
The Netherlands is at the forefront in terms of security, efficiency, accessibility, and reliability of collective payments. Geopolitical, technological, and other developments ask for continued close collaboration with all participants in the payment system to secure this position.
I wish everyone a sunny and pleasant summer and I look forward to introducing the next Betaaljournaal after our vacations.

Ban on cash payments of €3000 or more from 2026

It is expected that, from 1 January 2026 at the latest, paying an amount of €3000 or more in cash will be prohibited. This ban will apply to payments for goods to professional traders (such as shopkeepers). Private individuals will still be allowed to pay each other in cash for amounts higher than €3000.

EU Digital Identity Wallet for payments appears to be in conflict with PSD2

The new European eIDAS 2.0 regulation for digital identification will require payment service providers (PSPs) to accept EU Digital Identity Wallets (EUDIWs) for Strong Customer Authentication (SCA) during payments, amongst others. However, it seems unfeasible for PSPs to accept EUDIWs for two-factor authentication while also complying with the strict SCA requirements in PSD2 and in the Regulatory Technical Standards for SCA issued by the European Banking Authority.
Discover more about the feasibility of EUDIWs for payments
The Dutch Payments Association is participating in a Large Scale Pilot (LSP) with EUDIWs for payments. Within this LSP of the so-called WE BUILD Consortium, we, with Visa as co-lead, have a coordinating role for the use case “consumer payments”. With over 65 participating parties from across Europe, we are working on pilots that demonstrate practical implementations of the EUDI Wallet infrastructure when initiating payments. The project is expected to take two years.
First growth in annual online spending for products in years

Dutch consumers spent more than €9 billion online in the first quarter of 2025, a 4% increase compared to the same quarter in 2024; this growth is mainly due to spendings on products (+8%).
The average amount spent per online purchase rose by 6% to €110.

Significant steps taken towards accessible payment services for consumers

On 27 May the Accessible Banking program presented its joint ‘Action Plan for Intensifying Accessible Banking in 2025 and Beyond’ at the National Forum on the Payment System (MOB). The action plan focuses on improving the accessibility of banking and payment services. The MOB is confident that the additional efforts will have a positive effect.

Plans for digital euro could significantly weigh on banks’ resources and staff

The European Commission (EC) is working on legislation for issuing and using a digital euro, complementing euro coins and banknotes. The EC’s legislative proposal includes an implementation task for European banks. A study by consulting firm PwC predicts that the current plans for the digital euro will have a major impact on banks.
Why the digital euro will have such a big impact on banks
ECPA calls for European card sovereignty

The European Card Payment Association (ECPA) has published its report ‘Safeguarding Europe’s Financial Future’, discussing the crucial role of European domestic payment cards, including France’s Cartes Bancaires and Germany’s Girocard. The report shows that in 2024, there were more than 263 million domestic payment cards in circulation in the EU, used in 31.5 billion payments.

Prepare for major payment disruptions with good fallback options

The Dutch National Forum on the Payment System (MOB) has issued guidelines to consumers and businesses, in collaboration with the Dutch Payments Association and other participants, on how to prepare for payment disruptions lasting up to three days.
What when electronic payments temporarily don’t work?
Exemptions for credit cards needed under new EU consumer credit legislation

Dutch credit card issuers are concerned about the future accessibility and costs of credit cards for consumers. Dutch credit cards are at risk of soon falling under revised EU consumer credit legislation, known as the Consumer Credit Directive 2 or CCD2. This would make credit cards significantly more expensive and put them out of reach for some consumers.
Why the new EU legislation is causing concern
New Dutch EPC chairman takes office

On June 11, Gijs Boudewijn took office in Brussels as the new chairman of the European Payments Council (EPC). Boudewijn was the director of the Dutch Payments Association until June 1.
