Betaaljournaal 32
Newsletter Dutch Payments AssociationSpring brings us many new laws, reports, and insights. The European Accessibility Act is knocking at the door, the proposal for the Dutch Cash Act has been amended and is going to parliament, and dark clouds are gathering over Dutch credit cards as a result of the Consumer Credit Directive II. Due to geopolitical developments, ‘resilience’ is unfortunately also high on the payments agenda.
Fortunately, there are also some lighter developments, with ‘Betalen aan de Kassa 2024‘, the ‘Thuiswinkel Market Monitor 2024’ and our new ‘Roadmap 2025-2027’. Our stakeholder forum in April once again had an extensive and informative program and was also the best attended ever. Finally, our 2024 Annual Report has now been published on our website.
This is my last introduction; I will hand over to our new director, Arjan Bol. For more than 11 years, I had the privilege of working with our members, stakeholders, and colleagues at the Payments Association to improve and strengthen the Dutch payments ecosystem. Not without success, because I sincerely believe that our payment system is an example for Europe when it comes to reliability, innovation, digitization, and efficiency, while at the same time maintaining inclusivity and accessibility. Payments are for everyone and, in principle, should always work. I am proud I could contribute to this.

Aangepaste Wet Chartaal (over contant geld) naar Tweede Kamer

On March 25, the amended Cash Act was sent to Parliament. The most notable changes in the bill are:
- Many details will be further specified in AMvBs (administrative orders).
- For Geldmaat ATMs, the existing five-kilometer standard will be included in the AMvBs on accessibility (and possibly also on a minimum number of ATMs).
- Consumers must be able to deposit banknotes free of charge.
- The lower limit for this deposit obligation for banks has been raised from 50,000 to 500,000 payment account holders.
- Companies must be able to withdraw and deposit cash at maximum rates.
The next step in the legislative process is for the Parliament Finance Committee to ask questions to the minister. The proposal will then be debated in the Parliament and finally in the Senate.

Stakeholder forum focuses on upcoming accessibility legislation

On April 14, the Dutch Payments Association held another stakeholder forum, focused largely on the European Accessibility Act (EAA) that will come into force on June 28. Rabobank explained how the upcoming accessibility requirements will be implemented throughout their organization. Payment service provider CCV and payment terminal supplier Ingenico demonstrated how people with visual impairments can use their new payment terminals.
It was an extensive program that also covered the following topics:
- the impact of the digital identity eIDAS 2.0 Regulation on banking and payments;
- everything about the civil rights to a payment account;
- payments at the utch Tax and Customs Authority;
- developments in Instant Payments and Verification of Payee;
- insights into payments at points-of-sale in 2024.
Representatives of stakeholders in the Dutch collective payment system can register with us for our future stakeholder forums, held twice or three times per year.

Accessible and inclusive checkout in web shops

Technological developments in payments are accelerating and adoption curves are shortening. With the current pace of digitization, people with limited digital skills are increasingly at risk of becoming marginalized from society, which is worrying, also from a business perspective. After all, this concerns a growing group of consumers.
The Dutch Payments Association, together with Mastercard and Visa, conducted a study into the checkout process in web shops. We presented the results with Mastercard in March at ‘The Future of Payments’ conference. An important lesson: clearly present payment options. ‘Less is more!’ Reduce the amount of information on the checkout page, use short, simple sentences, and avoid foreign language jargon.

Impact of Consumer Credit Directive II on Dutch credit cards

The implementation law for the revised Consumer Credit Directive transposes EU Directive 2023/2225 (the Consumer Credit Directive II) into Dutch law.
In the current bill, Dutch credit cards are at risk of becoming more expensive and, for some, inaccessible as a result of strict new requirements intended for ‘post-payments’ (also known as Buy Now Pay Later or BNPL) but which no longer offer an exemption for well-regulated Dutch credit cards.
A public internet consultation on this implementation law began on April 15th. The Payments Association and its members will respond to the proposal, particularly where it affects common Dutch credit cards, also called ‘deferred debit cards’.

Annual Report of the Dutch Payments Association:
2024 all about accessibility and legislation

For the Dutch Payments Association, 2024 was all about accessible banking and payments and various legislative processes. Over the past year, we and our members deployed many activities as part of the Accessible Banking program. We also prepared for the European Accessibility Act and discussed laws to keep cash available, accessible, and easy to use.

Both the young and the elderly use debit cards more often at points-of-sale

The share of debit card payments in the total number of payments at points-of-sale remained unchanged at 80% in 2024, but there were notable outliers in certain age groups. Young people between the ages of 12 and 18 and seniors between the ages of 65 and 74 were more likely to pay with a debit card, mobile phone, or smartwatch than they were a year earlier, according to the ‘Betalen aan de Kassa 2024’ study conducted jointly by the Dutch Payments Association and DNB.

Online spending at €36 billion in 2024

Dutch consumers spent €36 billion online in 2024, a 5% increase compared to 2023. The number of online purchases has fallen by 1% to 345 million. 12% of online spending and purchases went to foreign web shops, accounting for €4.4 billion (+12%) and 41 million purchases (+4%). These and other figures are from the Thuiswinkel Market Monitor, the survey on Dutch online shopping. This survey is conducted by NielsenIQ GfK on behalf of Thuiswinkel.org and Retail Insiders, in collaboration with PostNL and the Dutch Payments Association.

New roadmap for the Dutch Payments Association: developments in European payments

The Payment Association has updated its roadmap for the next three years, mostly because of developments in European payments. In our new roadmap, we focus on cash (as new legislation is on the way in both the Netherlands and Europe) and on new topics, such as eIDAS and e-mandates for direct debits (Digitaal Incassomachtigen).
