Newsletter Dutch Payments Association

The year is flying by, and we can wrap it up with several informative cost reports: on the cost to businesses of various payment methods at their points-of-sale, on the cost of expected mandatory cash acceptance and on the cost of lost sales for insufficiently accessible web shops.

There are also new developments related to the accessibility of digital banking and payments. The lessons for mobile banking of the DigiHandig practice app have been extended, we have announced the results of the second pilot with bank information points in public libraries and we have released a report on the optimal payment page for accessible web stores.

Last but not least, in early November we hosted our yearly conference for members and stakeholders. In this newsletter you can read how the topic, speakers and organization made it another resounding success.

I wish everyone happy holidays and a sparkling New Year. See you next year!

Gijs Boudewijn, managing director

Price tag of €800 million for introduction of mandatory cash acceptance

Het Convenant Contant is in het leven geroepen om contant geld goed beschikbaar voor u te houden.

Both the EU and the Netherlands are working on legislation on mandatory acceptance of cash at points-of-sale, from customers and citizens who choose to pay in cash. Point-of-sale establishments that currently accept limited or no cash do so primarily for security reasons.

The social cost of introducing a mandatory acceptance of cash at points-of-sale amounts to €800 million or more in the first year. After that, the annual additional cost amounts to at least €60 million. The highest estimated cost for the (re)introduction of cash payments, weigh on frequently used public facilities: public transportation, fuel stations, charging stations, parking.

Well-received yearly conference (on European Payments)

The annual conference of the Dutch Payments Association was held on November 7. Leading representatives from public and private sectors shared their views on the future of European payments. Short panel discussions and interviews alternated inspiring talks by Eric Ducoulombier (European Commission), Martina Weimert (EPI Company), Giorgio Andreoli (EPC) and Inge van Dijk (Dutch National Bank), among others. The performance of Mrs. Einstein, Holland’s hope at the Eurovision Song Contest in 1997, comments by Atze Faas (Eurocommerce) and Olof King (Consumers’ Association) and a spontaneous closing by our chairman Gottfried Leibbrandt resulted in a memorable gathering.

Results of second pilot with bank information points

The second pilot with bank information points in public libraries provided valuable insights. Although the number of visitors fell short of expectations, they greatly appreciated the help and education. The pilot stops at the end of the year but the cooperation between public libraries and banks continues. The banking sector will support libraries to provide continued help and information about digital banking to visitors.

Rising cost difference between debit cards and cash at points-of-sale

Jonge vrouw betaalt met betaalpas bij betaalautomaat aan de counter van een horecazaak. Naast haar staat een man met dienblad met daarop thee en koffie.

Between 2017 and 2023, the cost that retailers incur for cash payments at their points-of-sale more than doubled, while the cost of debit card payments remained low.

Paying without obstacles: focus on optimal payment page

In the rapidly changing landscape of online shopping, a smooth ordering process is indispensable to turn visitors into buyers. Yet the payment page is often overlooked by web shops. Its importance increases as payment options become more complex. Both service providers and consumers – whether digitally skilled or not – need clarity on what a well-designed payment page entails.

The Dutch Payments Association conducted extensive research on the optimal online payment page.

We released an insightful report with our findings, including appendices with all the results of our consumer surveys.

Better business with an accessible webshop

Shopping Tomorrow’s expert group on Digital Accessibility presents their bluepaper ‘Why every web shop should be accessible’. It offers easy steps to improve the user experience and comply with the European Accessibility Act that will take effect inn June 2025. Many webshops are not yet ready to comply, despite that good accessibility for customers with disabilities also leads to loyal customers without disabilities.
