Newsletter Dutch Payments Association

After the summer break, parliament and government were back on the job, with new policies and legislative plans. These also affect our payment sector. In this Payment Journal, we update you on the proposed Dutch legislation for cash, the European policy and legislative plans for a digital euro and the MOB annual report to Parliament (from the Dutch National Forum on the Payment System).

We also bring you up to date on the latest developments regarding EPI and WERO, (digital) Incassomachtigen (e-mandates for direct debits), age discounts at OVpay (while traveling with payment cards in public transport) and the ‘1in6’ awareness campaign for bank employees (on accessible services for people with disabilities).

Bill on cash to State Council

The bill on cash was submitted to the State Council for its opinion, on July 18. Its purpose – in a nutshell – is to ensure that enough ATMs are available throughout the country and that customers of Dutch banks can withdraw and deposit a certain amount of cash free of charge at those ATMs. The latter obligation only applies to banks with more than 50,000 Dutch account holders.

The latest version of the bill and the explanatory memorandum are on the government’s legislative calendar. Before the bill was submitted, we submitted a response in a public consultation, in cooperation with our members. The legislator seems to provide room in a ‘general order by council (AMvB)’ for a fair use policy by the banks. This could, for example, limit free cash withdrawals and deposits to a reasonable limit on the number of transactions or the total amount withdrawn in a given period, and only at the banks’ own Geldmaat ATMs.

The State Council’s opinion is expected in the fall of 2024. The possibly modified bill could be submitted to Parliament at the turn of the year, for their consideration. The bill could then take effect in early 2026, at the earliest.

Kick-off ‘1in6’ awareness campaign for bank employees

Roughly one in six Dutch people have difficulty using government and business digital services autonomously. Keeping digital services accessible for these people requires understanding and awareness on the part of employees of (online) service providers. Therefore, during the international Week for Reading and Writing, the four largest Dutch banks launched the awareness campaign ‘1in6’ among their own employees.

The 1in6 package for bank employees consists of educational videos, webinars, a ‘Toolkit Digital Accessibility & Inclusion’ and informative research reports. In an ‘Escape Caravan’ that will be located at bank headquarters on Oct. 9 and 10, bank employees can experience the obstacles faced by low-literates.

EU plans for digital euro and position of the Payments Association

Vrolijke dame in schemerige stad ontvangt blinkende digitale euro-notificatie op smartphone.

The ECB and the European Commission are working side by side to develop the digital euro. The Commission is preparing legislation to create a legal framework for the digital euro. The ECB is conducting a study on the technical and policy aspects.

The Payments Association aims to promote the Dutch payments ecosystem and approaches the digital euro from this objective. Together with the Dutch Banking Association and its members, we advocate that the EU plans for the digital euro carefully consider the social costs and benefits. The efforts required for the introduction and use of the digital euro should be proportional to the potential added value of the digital euro.
