Betaaljournaal 4
Newsletter Dutch Payments AssociationOver the past few months, the number of reports of fraudulent assistance has risen sharply. Scammers strike on a large scale. We have sought cooperation with a number of parties in order to take action against this. This has recently led to a lot of attention for this type of fraud in the media. I hope consumers won’t be misled now. You can read about our action in this newsletter. We are also devoting attention to our member meeting, the renewed Switch Service, the further decline in the number of Acceptgiros, research we’ve done, and Dennis Wooning talks about the parallels between his work at ABN AMRO and his voluntary work. Together against chat scams

The members of the Dutch Payments Association, the police and the Fraud Helpdesk work together against so-called fraudulent scams. Facebook assists these organisations with advice and deeds. In the case of a scam, a swindler poses as a close acquaintance requesting financial assistance from the recipient via e-mail, text message or chatapps.
Banks and payment institutions hunt for suspicious transactions and bank accounts and inform their customers via VeiligBankieren.nl, via mobile banking and via internet banking. The police tackle online fraud and scams firmly, with prevention and detection. Victims can now quickly and easily report online what is also known as ‘friend-in-flight scams’. This has allowed the police to charge several suspects recently. The Fraud Helpdesk advises victims of fraud and warns others about the working methods of fraudsters. Through social media, the Fraud Helpdesk will distribute alerts and information to users, with the help and support of Facebook.

betaalTV: Payment transactions in and after the corona crisis
Episode 4 of betaalTV in 2020 is dedicated to the member meeting of the Dutch Payments Association. Dutch Payments Association chairman Lex Hoogduin and director Piet Mallekoote gave their presentations online to participants who could follow them via YouTube. Next Olivier Denecker of McKinsey & Company discussed the consequences of the crisis for payment systems now and in the years to come. Check out the other episodes as well (in Dutch).
DDoS attacks tackled

Financial institutions have been facing so-called DDoS attacks for years. There are times when strong attacks are repelled every week. Unfortunately, sometimes things go wrong. That’s why twenty organisations decided to work together. The anti-DDoS Alliance has been active for over a year now and is developing rapidly. DDoS is a form of cybercrime in which criminals try to exhaust websites and other Internet-connected applications by sending large amounts of data or making requests to the systems. The effort for the criminal is minimal and the impact potentially maximum.
Couple of tens
Performing a DDoS can be done by “renting” access for a few tens to a digital platform where DDoS can be ordered (called a booter or stresser). Institutions, on the other hand, have to spend hundreds of thousands or even millions of euros to defend themselves against this. And why is that? Sometimes it is extortion, sometimes dissatisfaction with what the financial world stands for, sometimes a demonstration of skills by often young criminals and sometimes boredom is the cause.
Anti-DDoS coalition
In 2011, 2013 and 2018, the services of financial institutions and other DDoS victims (often the government) were severely disrupted, sometimes leading to several hours of unavailability. After the attacks of 2018 some twenty organisations decided to join forces and make a fist against DDoS; the Anti-DDoS coalition was born. The Dutch Payments Association represents its members in the coalition. The coalition wants to be a place where everyone in the Netherlands who wants to know something about DDoS or has good ideas about the approach of DDoS, can go. On 11 June, the coalition issued a press release quoting Marco Doeland, CISO & Manager Risk Management of the Payments Association, about the DDoS clearing house, a system that allows participants to measure the characteristics (fingerprints) of DDoS attacks and share this information with other coalition members. More information can be found on the website nomoreddos.org.
Decline in processed paper Acceptgiros continues
In the first five months of 2020, it appears that the decrease in the number of paper acceptance giros processed is continuing sharply. For example, almost 35% fewer paper Acceptgiros were processed in May than in May 2019. An absolute low of only 503,000 copies per month.
In addition to the structural decline, this record low may also be explained by the fact that some acceptance giro distributors are showing less activity in the market as a result of the corona crisis. To date, however, no research has been carried out into this. However, the (additional) decrease is striking. Graphically, the decrease is as follows:

Switch Service Workflow Management Tool live
This spring – despite all the corona problems – the launch of the renewed support for the Switch Service took place. The Switch Service Workflow Management Tool (WMT) was put into production at the end of April. Subsequently, the first users were created, two demo sessions were given and the Dutch Payments Association checked with all participating banks whether they were operationally ready to go live. After the successful migration of all current switchers, the renewed Switch Service went live on 12 May and the first IBAN-file of the new style was successfully generated. With this new system, the application process is set up more efficiently and further steps in digitisation are possible.
Update activities market research
How do people from different target groups prefer to pay? Patricia Zwaan of Market Research, Strategy & External Relations at the Payments Association investigates these kinds of questions.
Online shopping EU compared
Online shopping in the European Union (EU) continues to grow. Together with the increasing use of the Internet and the improvement of security standards, consumers appreciate the opportunities to shop anytime, anywhere. Eurostat examined the percentage of the population in 31 countries who shop online. The European average is 60%. Read the full article here…

Results of National Forum of the Payment System
- The MOB has agreed to a study commissioned by the Dutch Central Bank into a socially efficient and secure cash infrastructure in the medium term with a structurally lower use of cash. The study will be completed in the course of 2021.
- Follow-up DNB report “Lowering of switching thresholds in Dutch payment transactions: no number retention but alias use?”
DNB concludes that the introduction of an alias system for Dutch payment account numbers would indeed make it easier to switch banks, but also that the social costs of introduction would far outweigh the benefits. The Dutch Payments Association will investigate whether – and if so, which – further improvements to the Switching Service are possible. - Migration strong customer authentication payment transactions on schedule.
The MOB ( is satisfied with the progress of the migration plan of the parties involved to meet the PSD2 requirement of strong customer authentication for card payments in payment transactions before the end of 2020. Intensive cooperation between banks, acquirers and retailers should make it possible to complete the infrastructural adjustments before the deadline of 31 December 2020. - Action plan acceptance of international debit cards at the counter.
The MOB welcomes the efforts of the parties involved to ensure that people with a foreign debit card (usually Debit Mastercard and Visa Debit) can also pay at the Dutch counter.

Association news
- New members
We are happy to welcome two new members again: Icepay and Worldpay. - General Meeting of Members
Unfortunately, the General Meeting of Members (ALV) on 14 May could not take place due to the corona measures, because the articles of association prescribe a physical meeting. The agenda would have included the adoption of the annual accounts, the appointment of new board members and a change in the way in which the amount of the contribution is determined. We will now continue these topics until the ALV in November. - Board
As reported in the previous Payment Journal, three new board members will take office. Frank Stockx on behalf of ING, Daniel Köhler (Triodos Bank) on behalf of the smaller banks and Guus Slik as an independent director. They are the successors of Vincent van den Boogert, Edwin Hartog and Henk van den Broek respectively. Here too we would like to thank them warmly for their efforts, in particular Henk van den Broek, who has been vice-chairman since the foundation of the Payments Association and who, in his own unique way, brought the interests of the demand side to the attention of the public. With the departure of Henk van den Broek, the role of vice-chairman also became vacant. The board has appointed Gerjoke Wilmink, Director Alzheimer Nederland, as vice-chairman.
