Newsletter Dutch Payments AssociationAs you probably know, I will leave the Dutch Payments Association and Currence at the end of February, as I have reached my retirement age.
Let me assure you that it took me a while to get used to this prospect. Meanwhile, my departure is getting closer and I can now appreciate the pleasant features of my retirement. I had a beautiful farewell on 11 February and met a lot of you then. I also look forward to leaning back and thinking about my future activities for a while, starting March. I wish you well, with good health and success in the greatest sector I know: payments!
Piet Mallekoote, Managing Director
Gijs Boudewijn, the current deputy director of the Payments Association, will succeed Piet Mallekoote as director ad interim for an indefinite period.

Jandino Asporaat stars in campaign

In recent years, the focus of our Veilig Bankieren campaigns (secure banking) was mainly targeted on the senior population. However, research indicates that young people in the age of 16-25 years often show alarming behaviour. They lend out their bank cards, don’t hide their PIN codes and more. Ample reason to make this target audience more aware of the five banking security rules and the possible dire consequences of not complying with these rules.
#goedgiraalgaan
The campaign #goedgiraalgaan (for giro-based payments) – a pun on ‘going viral’ – tells young people that giro based payments are easy, but must be made securely. In five short videos, each of the five security rules is highlighted. The videos show possible dangers and how to avoid them. The five rules also feature in a cool rap with an upbeat vibe. Jandino Asporaat is the star in this campaign. Jandino is very popular with young adults and he ‘connects’ to them both humorously and seriously.
The videos are distributed via social media, including YouTube and Instagram. The giraalgaan.veiligbankieren.nl website will provide background information on the five security rules. The campaign is expected to launch at the end of February or beginning of March.
Roadmap 2021- 2023

The Roadmap of the Dutch Payments Association is available in Dutch. This Roadmap focuses on the main themes and key issues of the payment system for the next three years. The Dutch Payments Association considers this Roadmap to plot the course for its future activities and to set the base for its yearly plans with specific actions. Read the full article in Dutch…
Cyber security is top priority in 2021

In 2021, our top priority is (cyber) security. In addition to our regular consultations on an operational, tactical and strategic level, this year we will focus on cooperation with our public partners (ie. police, public prosecutor’s office, NCSC, Digital Trust Centre). We will also intensify our cooperation with relevant private parties who can help us reduce fraud and scams, such as telecom providers and social media platforms.
Resilience
Behavioural research is currently being conducted, to help improve the information to consumers about security. The research focuses on caller-ID spoofing. The question is how to influence consumer behaviour so they become more resilient to this type of fraud. We will also organise various activities for members and stakeholders that focus on security, such as a quantum symposium on 25 March and our annual general meeting in May.
SCA: progress after 2021 statutory deadline

As of 1 January 2021, card payment service providers must fully comply with the rules for strong customer authentication (SCA). Specific exceptions aside, the payer must always prove he or she is the ligitimate cardholder with two separate keys when making online card payments. For these two keys card issuers can choose between confidential knowledge (e.g. a PIN code), personal possession (e.g. a smartphone) or unique physical characteristic (e.g. a finger print).
Differences per country
For most cardholders this payment experience is not new, but some online merchants did not implement it until recently. The moment of truth has arrived for these merchants, revealing whether or not their web shops or PSPs support SCA. However, the deadline for the application of statutory SCA differs between countries, complicating cross-boarder payments. In some countries merchants get an extension of a few extra months in 2021 but for foreign merchants doing business with Dutch cardholders, SCA is already mandatory. Therefor, to prevent major disruptions, Dutch payment service providers gradually scale up the application of SCA. In a few weeks’ time, all SCA rules will apply to all relevant online card transactions in the Netherlands.
Minimal inconvenience
Although there have been occasional problems with online card payments during the scaling-up in recent weeks, there were no major disruptions. The SCA project of the Dutch Payments Association ensures frequent and direct consultation between the participants, to quickly resolve problems. Thanks to close cooperation, the Netherlands can complete the introduction of statutory SCA in a short time, with minimum inconvenience to end users.
Banks close sealbag vaults for security reasons

Banks and Geldmaat have closed all of over 500 sealbag deposit vaults as of 8 January, recommended by the police. Banks took this drastic measure after a new form of ATM robbery, leaving behind unignited explosives and risking personal injury to users, passers-by and personnel. Since 25 January, some sealbag deposit vaults are periodically open again, with permanent surveillance. Read the full article about the closure and the article about the limited reopening(in Dutch).
Requesting name and address of beneficiary after fraud
Parliament believes that a fraud victim should be able to request the name and address of the fraudster from his or her bank. The victim can then initiate civil proceedings against the (alleged) fraudster. Read more (in Dutch) …
Consumer payment segments
Why do some consumers use certain payment methods and others do not? The payment behaviour of consumers is determined by their values and attitudes towards payments. In order to gain more insight into payment behaviour, the Payments Association identified 5 segments a few years ago, 5 fictional personas that represent a group of consumers.
Developments in the payment system are evolving: Apple Pay was introduced last year and contactless payments are becoming increasingly common. Therefore, in March 2020, the payment behaviour of the 5 segments was updated, including the corresponding infographic. View the updated infographic (in Dutch).
Update on consultations
Laurens Messing is Information Security Consultant with the Risk Management team. In this video he explains (in Dutch) how the Dutch Payments Association is invited regularly to give an opinion on proposed legislation or on changes to existing legislation and regulations, on behalf of its members.
Roller coaster ride for debit card payments in 2020

The monthly number of debit card payments in corona year 2020 looks like a roller coaster ride. In the first two months, the number of debit card payments rose by a spectacular +18% compared with 2019, only to plummet to -10% in April. In the months that followed, the number of transactions picked up again to +16% in August, dropping below zero from October to a closing level of -18% in December. The overall result for the whole of 2020 was still positive, with +3.3% more PIN payments than in 2019. Read the full article (in Dutch).
Availability of banking services in 2019 and 2020
The availability of the PIN payment chain was consistently high in 2020 at 99.89%. iDEAL was also highly available in 2020. The availability of internet banking and mobile banking was even better than the previous year. Read the full article (in Dutch) …
