Betaaljournaal 14

Newsletter Dutch Payments Association

The past two years living with COVID19 have also left their mark on payments, as illustrated in our press release on payments in the past year. Online payments are likely to maintain their current high volumes in the future, and electronic payments at the counter have almost returned to pre-corona levels. Cash payments are falling behind. These developments contribute significantly to the permanently higher costs of cash payments for point-of-sale entrepreneurs. You can read more about it in this edition of Betaaljournaal. The cost of the payment system will be an important item on the agenda of the Dutch Payments Association this year. Together with our members, the Dutch central bank and other stakeholders, we are working on a covenant to ensure that cash continues to function properly in the future. In addition, we are focusing on accessibility and inclusiveness in the payment sector.

In this Betaaljournaal, our colleague Peter Kleppe gives an update on the PI-ISAC, the Payment Institutions Information Sharing and Analysis Centre. I also want to draw your attention to a new section on public consultations on our website.

I hope to see many of you more often in person in the near future. I am confident that we can all meet in person at our annual conference on 19 May, to raise the glasses together. For now, I hope you enjoy reading this edition of Betaaljournaal.

Gijs Boudewijn, Director a.i.

2021 was an excellent year for online payments

In the second year with COVID19, online payments again showed a strong increase in both the number of transactions (+14%) and in spending (turnover, +20%). The number of debit card payments at the cash register remained the same as last year, although the amount spent increased slightly (+5%). The estimated number of cash payments at the cash register and the associated spending barely changed. However, cash payments had already declined at an unprecedented rate in the first wave of 2020 (-43% for the number of payments, -33% for spending). Read the full article (in Dutch) …

New section on consultations on Betaalvereniging.nl

The Dutch Payments Association regularly acts as a spokesperson for the joint interests of its members in the payment system, in both national and European consultations. These consultations are about collective, non-competitive issues from organisations and institutions involved in the European and domestic legislative process. On our website you can read all about ongoing and closed consultations.

Deadline for EPC consultation about OCT on 17 April

On 18 January the European Payments Council (EPC) launched a public consultation on the proposal for Euro One-Leg Out Credit Transfers (OCTs). These are SCT and SCT Inst transactions in euro where either the credit or the debit payment service provider is not in SEPA. The EPC cannot agree on binding rules for payment service providers outside SEPA. Therefor an Arrangement Rulebook was released, instead of a usual EPC Rulebook. The Arrangement Rulebook aims to become the standard template for agreements and conventions – bilateral or through cooperative ventures – on the processing of OCTs. The EPC wrote the following introduction:

This Arrangement is a set of rules, practices and standards to achieve interoperability for the provision and operation of an international payment instrument agreed at Inter-PSP Level to support euro-denominated Standard One-Leg Out (OLO) Credit Transfers (Euro OCTs) and Instant Credit Transfers (Inst Euro OCTs). The objectives of the Arrangement are:

  • To be the primary source for the definition of the rules and obligations of the Arrangement;
  • To provide authoritative information to Participants and other relevant parties as to how the Arrangement functions;
  • To provide involved parties such as Participants, Clearing and Settlement Mechanisms (“CSMs”), and technology suppliers with relevant information to support development and operational activities.

Payment service providers that carry out payment transactions from or to countries outside SEPA may have an interest in this advisory standard. Any interested party can respond to the draft. The consultation runs until 17 April 2022. For more information, please visit the EPC website.

Update on PI-ISAC by Peter Kleppe

Peter Kleppe is Consultant Information Management at the Dutch Payments Association, specialised in disruptions and security problems in the payment system. He gives us an update on the Payment Institutions Information Sharing and Analysis Centre (PI-ISAC) (in Dutch).

Survey on the cost of payments at points-of-sale

The total cost of payment transactions at point-of-sale establishments (retail, hotels and restaurants, staffed petrol stations and ambulant trading) amounted to €1.35 billion in 2020. In 2017, this was €1.42 billion. The number of transactions at points-of sale was 5.2 billion in 2020, down from 6 billion in 2017. The cost of payments as a percentage of turnover decreased slightly, to 1.1% in 2020. However, there are large differences in costs between the various payment methods. Cash payments have become considerably more expensive, while a debit card payment costs about the same as in 2017, on average. This emerges from a survey carried out by Panteia on behalf of Betaalvereniging Nederland and the Dutch retail organisations.

Focus on an accessible and inclusive payment system

Dutch banks ensure good accessibility of their (digital) services and an inclusive payment system. Customers can still visit bank offices or go to an increasing number of ‘service points’. Bank employees also visit customers on request; the number of mobile advisers and coaches was raised last year. In addition, banks offer a great deal of support by telephone and online, varying from online workshops to individual assistance via video banking. The websites of banks and VeiligBankieren.nl offer dozens of explanatory videos that everyone can watch at any time. In the Working Group on Accessibility and Inclusiveness (Werkgroep Toegankelijkheid en Inclusiviteit, WTI), banks exchange ideas on how payments can better meet the needs of vulnerable groups. A good example of a joint activity of banks in 2021 is the Online Banking tutoring pilot with Rotterdam public libraries.

The Dutch Payments Association released an episode of betaalTV about accessibility in 2021 and an infographic that can be listened to. The annual conference of the Dutch Payments Association on May 19, will reflect on accessibility and inclusion, amongst others. Read more about it (in Dutch)…

Survey Consumer perception payment transactions

The Dutch Payments Association has been monitoring perceptions of payment transactions in the Netherlands since 2015. For this purpose, an online survey was conducted among 2,000 respondents aged 16 and older. How do they view the payment system? What do they find positive and what not? What has annoyed them in the past year and – in view of the 10th anniversary of the Payments Association – what developments in the past 10 years are they most positive about? View the infographic (in Dutch)…
