Coronaphishing and fraud figures 2019

This edition of Betaaljournaal appears in a special time. Many people work from home and are worried about their own health or that of others. The payment system just continues, albeit slightly different than usual. You can read more about it in the special Coronabulletin (in Dutch) that we published for the first time last week. In this newsletter we inform you about other activities of the Dutch Payments Association as well. For example, we published no less than two new episodes of betaalTV, the fraud figures in 2019 and a migration roadmap to Strong Customer Authentication. Furthermore, Oscar Covers explains the quantum computer and how our members are preparing for its arrival. Enjoy reading our newsletter!

Much more phishing and bank card fraud in 2019

The damage caused by phishing to security codes for online banking among bank customers more than doubled last year, from EUR 3.81 million in 2018 to EUR 7.94 million in 2019.

Banks have observed a sharp increase in the number of attempts to defraud and swindle customers in the course of 2019. In addition, fraudsters are using more different channels to approach their victims. In addition to e-mail, fraudsters also use sms, WhatsApp, Messenger, Marktplaats and Twitter to send fake messages.

Many more attacks, via more changing channels and with ever new excuses, have led to a sharp increase in damage. The total damage caused by payment fraud last year amounted to 24.1 million euros. A year earlier it was still 12.6 million euros.

Corona Bulletin

Since March 2020, life has been dominated by the corona crisis. Payment service providers decided to contribute to the fight against the spread of the virus by increasing both the cumulative limit and the transaction limit for contactless payments. For the payment transactions in general the corona crisis resulted in a decrease in the total number of point-of-sale transactions and the number of cash withdrawals, while the number of e-commerce transactions increased. There was also a shift at the point-of-sale from cash payments to contactless electronic payments.

The Dutch Payments Association warns against phishing that uses the corona virus as an excuse. It has also kept track of developments on the website and in the special Corona Bulletin(in Dutch). We thank equensWorldline for providing many figures for this bulletin.

Timelines SCA Migration Project

This roadmap shows when important SCA functions are supported by Dutch map publishers. Merchants can contact their PSP or acquirer for advice and support on the implementation and application of these functions, and we have published a news item (in Dutch) about this for trade journals and webshop representatives.

The European Banking Authority issued a statement detailing all measures related to the coronavirus and SCA: Statement on consumer and payment issues in light of COVID19.

Dutch emergency payment changes on 1 June

With the introduction of new payment and processing methods, such as Instant Payments, single transfers are now processed very quickly and the beneficiary can always dispose of the money directly. The Dutch payment product Urgent Payments will therefore be terminated by the participating banks with effect from 1 June 2020.
Urgent payments between payment accounts within the same bank, by and for business market parties and to customers at banks that do not process Instant Payments, will of course remain possible unchanged, for example via SWIFT MT-101 messages. Customers can consult their own bank for any (technical) details, conditions and/or (new) possibilities.

Licenses PSD2

Under PSD2, two new payment services (with associated license) have become available. The first of these are the payment initiation services, the second concerns account information services.

A license for these services can be applied for in the Netherlands from De Nederlandsche Bank since February 2019. To date, DNB has granted a handful of licenses. If we now look at the PSD2 playing field in the Netherlands, a little over a year later, we see that at the time of writing, 10 companies have now been granted a PSD2 license by DNB (both payment initiation services and account information services). In addition to these 10 companies – the majority of which are start-ups, incidentally – a number of applications are still being processed. It is not known exactly how many. The number may increase slightly in the coming months.

Abroad

In comparison, if we look at Sweden, we now see 25 licenses granted there. With our southern neighbors in Belgium, we are currently on a par with them. If we go even further south to Spain, we see only 2 licenses that have been granted there.

At the moment (until 1 April 2020*) ten PSD2-licenses have been granted in the Netherlands:

Through this site it is possible to search per country how many licences and to whom have been granted.

Update activities quantum computers

Thanks to the special properties of qubits with special, complex software, a quantum computer can perform many calculations simultaneously. Some common encryption algorithms will therefore no longer be secure for quantum computers. Payment traffic works a lot with encryption. That is why the sector is preparing for the arrival of the quantum computer and is considering alternatives. The Dutch Payments Association organises meetings with experts from academia, government and financial institutions. Take a look at the interview with Oscar Covers of the Dutch Payments Association and read quantum computers in brief on our website (in Dutch).

  • PCI3 standards
In connection with the corona virus, the international organisation that sets security standards for ATMs, PCI (Payment Card Industry), has decided to extend the validity of the PTS v3.x certificate by 1 year to 30/4/2021. In the Netherlands, acquirers affiliated to the Payments Association follow these international PCI PTS guidelines for their ATMs. This means that PTS v3.x point-of-sale terminals may be sold and installed until that new date. All payment terminals on our website have been adapted to this extension. Here you will always find the most recent details of the point-of-sale terminals permitted by the acquirers affiliated with the Payments Association.
